What Your Money Actually Buys In Windmill Plantation vs. New-Build Evans

Two homes came across the Columbia County MLS this spring at almost the same price. One was a 3,556-square-foot new build in a swim-community subdivision. The other was a 3,051-square-foot brick home in Windmill Plantation on a 0.88-acre cul-de-sac lot with deeded access to a 50-acre lake, resort-style pool, lighted tennis, pickleball, a clubhouse, and a boat launch.

On a spreadsheet, the new build wins on price per square foot. In the ground, it isn't close.

That gap is the whole point of this post. If you are comparing Evans neighborhoods in the summer of 2026, the median list price is doing more to hide the decision than help it. The real question is what the price actually buys, and in Windmill Plantation the answer looks different than it does anywhere else in Evans.

The thesis, plainly

Evans is softening on paper. The Zillow Home Value Index for Evans sat at $408,329 as of the 5/31/2026 update, up 1.3% year over year, with homes going to pending in about 16 days. Redfin put the three-month median sale price at $407K through May 2026, up 8.2% year over year at 24 days on market. Movoto reported a much higher median list price of $475,000 and 96 days on market as of June 24, 2026. Those numbers disagree because they are measuring different things, and that disagreement is the buyer's opportunity.

Across the Augusta metro, roughly 83% of active listings had taken a price reduction by February 2026, up from 49% a year earlier, and Columbia County was sitting on about seven months of supply. In a market with that much slack, the homes that hold their price are the ones with assets a builder cannot rebuild in 2026. Windmill Plantation is one of them.

The new-build column has real advantages worth paying for. The point isn't that one column wins. It's that the two columns are not substitutes, and pricing them off the same $/sqft benchmark leads to a bad decision.

The mechanism the median hides

A neighborhood's median price tells you what the middle house sold for. It does not tell you what asset was attached to that house. Windmill Plantation was platted with more than 300 estate-sized homes on generous lots, wrapped around a 50-acre man-made lake, with about 65 acres of shared recreation. That footprint was carved out in an era of cheaper land and looser Columbia County density expectations. It is not being replicated inside Evans city limits today.

Look at what is being built instead. D.R. Horton's Southwind Village markets a swim community with typical suburban lot sizes. Pierwood Construction's Kelarie is in its final phase in Columbia County with 4-bed, 2.5-bath homes on standard cuts. Ivey Homes is selling Phase III of Tillery Park in Grovetown with tree-lined streets and rolling parks. Highland Lakes in Evans is delivering PDH Homebuilders product with a resort-style pool and activity field. Each of these communities is a legitimate option. None of them include a 50-acre lake with a boat launch.

The amenity package inside Windmill Plantation is not a line item on the listing. It is a fixed asset that already exists, already has thirty-plus years of dues capitalized into it, and cannot be added to a competing subdivision no matter how much a builder spends.

That is the number that isn't on the sheet. When Movoto's list-side median for Evans ran $475,000 in June 2026 while Redfin's sale-side three-month median ran $407,000, the delta was partly explained by the mix of what is actually selling: newer-build inventory with concessions, competing against older resale homes that hold their price because the land under them is scarcer.

The line item every Windmill Plantation offer has to price in

This is the friction. A home that closed for the first time in 1994 is now on its second HVAC, likely its second water heater, and depending on original materials, either its first or second roof. In current Windmill Plantation MLS narratives, sellers are calling those updates out because they know buyers are pricing the risk. One recent listing on Windmill Lane advertises new HVAC in 2024, new roof in 2022, and new water heater in 2022. Another notes a new HVAC system and new hot water heater in the seller's remarks.

If you are writing an offer here, three items belong in your inspection scope before earnest money hardens:

  1. HVAC age and refrigerant. Systems installed before 2010 are on R-22 refrigerant, which is no longer produced. Repair costs on those units run high, and full replacement runs $8,000 to $15,000 depending on layout and duct condition.
  2. Roof age and slope drainage. Many Windmill Plantation roofs are architectural shingle with a 25-to-30-year cycle. A roof installed in the late 1990s is at or past end of useful life, and lenders and insurers are catching that faster than they did five years ago.
  3. Original polybutylene or first-generation PEX supply lines. Some homes from the mid-1990s were plumbed with materials that have known failure patterns. This is a scope-of-inspection question, not a deal breaker, but the answer changes the offer.

New construction gives you a builder warranty on all three. Windmill Plantation gives you a bigger lot, a real amenity package, and a discount on the same-sized home. The trade is legitimate in either direction. You just have to know what you are trading.

The Masters footnote most buyers miss

Evans sits inside the ring that fills up during Masters week. One current Windmill Plantation listing on Windmill Parkway notes the potential for a transferable Masters rental in its remarks. That is a real income lever specific to this market. A home that sleeps six to ten guests in a top-of-the-CSRA zip code can rent for the tournament week at a multiple of what long-term rentals return. It is not a reason to buy the house. It is a footnote to the underwriting that only makes sense if you know the local calendar.

Windmill Plantation's mix of larger homes, quiet streets, and Evans address makes this pencil out more often than in newer, tighter-lot subdivisions where guest parking and privacy work against the same use.

Where daily life lives

The neighborhood sits off William Few Parkway, five to ten minutes from the Riverwood Town Center Publix, the Rooted Coffeehouse in that same center, and Ironwood Tavern. Evans Towne Center Park and the Lady A Pavilion anchor community events a short drive east. Patriots Park is a quick loop down William Few. Fort Eisenhower is a manageable commute for military households. These are the same points of convenience that show up in the newer subdivisions' marketing, which is worth naming out loud: on this axis, the neighborhoods look similar. The differentiator is the lot and the lake, not the grocery run.

Is Windmill Plantation still a competitive purchase if I care mainly about resale? The Evans market as of May 2026 was running a 24-day median days on market on Redfin and a 96-day list-side days on market on Movoto, depending on how you slice active vs. sold. Established Windmill Plantation homes with recent mechanical updates have been transacting closer to the faster end of that range. Homes that need major systems work sit longer.

How do the HOA amenities compare to a new-build swim community? What is true as of spring and early summer 2026: inventory has climbed, days on market have stretched, and the majority of Augusta-metro active listings have taken a price cut. Whether that continues depends on rate direction and seasonal supply.
